Federal/Civil Service Generalist
Sample Resume & ATS Keywords

Government hiring isn't screened by a private-sector keyword ATS — it's screened against a published standard, which is arguably stricter. In the US, HR specialists match your resume to the vacancy announcement's Specialized Experience language and cross-check it against your occupational questionnaire ratings. In the UK, sift panels score written Behaviours statements against the Success Profiles framework, structured in STAR. In Canada, screening boards check your text against a published Statement of Merit Criteria, where listing duties without concrete evidence gets you screened out. Add OPM's two-page federal resume limit, enforced technically on USAJOBS since September 2025, and the honest takeaway is that each system needs its own document, not one generic resume reused three ways.

All sample resume content on this page is original and illustrative — fictional candidates, realistic numbers. Use it as a pattern, not a template to copy verbatim.

Sample Federal/Civil Service Generalist resume summary

What a parseable, keyword-complete professional summary looks like for this role:

Program Support Specialist with 5 years of federal service in grants administration and interagency coordination (GS-9 to GS-11 promotion track, 40 hrs/week). Mirrors Specialized Experience language from each vacancy announcement, and separately adapts application materials to UK Success Profiles Behaviours and Canada's Statement of Merit Criteria for cross-border civil-service applications. Full month/year work history with hours-per-week and supervisor references on every entry.

Sample achievement bullets that pass ATS screening

Each bullet follows the pattern recruiters and parsers reward: exact keywords, a specific action, and a quantified outcome.

  • Coordinated intake and processing for 3 federal grant programs totaling $22M annually (GS-9, 40 hrs/week, 03/2021-present), mirroring the vacancy announcement's specialized experience language to support a GS-11 promotion application.
  • Tracked 1,400+ correspondence taskers through an agency case-management system, cutting average turnaround from 9 to 5 business days across 2 fiscal years.
  • Wrote a STAR-format statement for the Behaviour "Delivering at Pace": led a 4-person team through a backlog of 1,100 citizen enquiries, prioritized cases against a published SLA, and cleared the backlog within 6 weeks.
  • Drafted 5 written Behaviours statements for "Making Effective Decisions" and "Working Together" under the Success Profiles framework, each within the advert's 250-word limit, earning interview invitations at 3 of 4 Civil Service campaigns applied to.
  • Answered 6 Statement of Merit Criteria screening questions for a PM-02 competition with dated, concrete examples of budget oversight and stakeholder coordination, clearing initial screening on first application.
  • Aligned all 9 rated competencies on a US occupational questionnaire to specific resume bullets, avoiding any HR-identified rating downgrade during application review.
  • Rebuilt a 4-page legacy resume into a 2-page format compliant with OPM's Merit Hiring Plan resume-length rule, preserving specialized-experience detail through tighter bullet structure.
  • Adapted one core work history into three region-specific application formats — a USAJOBS resume, a Success Profiles CV with STAR annexes, and GC Jobs merit-criteria responses — for a cross-border relocation job search.

Federal/Civil Service Generalist resume formatting: do this, not that

Do

  • Mirror the vacancy announcement or advert's exact wording — Specialized Experience phrases (US), Behaviour titles (UK), and merit-criteria language (Canada) are matched almost verbatim by the humans and rubrics that screen you.
  • On US federal resumes, include month/year dates, hours per week, and GS series/grade on every entry — HR cannot credit experience without them.
  • Structure UK Behaviours statements in STAR within the advert's word limit, and write "I" not "we", since Action carries the most marks.
  • For Canada, answer each Statement of Merit Criteria question with a dated, concrete example — restating the requirement or listing duties is explicitly insufficient and screens you out.
  • Keep US federal resumes to two pages under OPM's Merit Hiring Plan rule (effective September 2025) unless the announcement explicitly says otherwise.

Don't

  • Don't submit the same generic resume to all three systems — USAJOBS, Success Profiles, and GC Jobs each score a different structure and criteria set.
  • Don't let US self-assessment questionnaire ratings outrun what your resume can substantiate — HR specialists cross-check and can downgrade unsupported claims.
  • Don't answer "no" on a Canadian essential-qualification screening question hoping your resume compensates — an essential "no" auto-screens you out regardless of the rest of the application.
  • Don't exceed the roughly 250-word STAR limit on UK Behaviours statements or dilute Action with excessive Situation and Task detail — Action is where the marks are.
  • Don't exceed the US federal 2-page resume limit expecting a human reader to make an exception — USAJOBS blocks it technically for covered postings.
